Die Circuits dienen der Anbindung ans Internet, nicht zur Konfiguration
Deiner lokalen Netze.

Woher stammt diese Information?

Du brauchst für einen DHCP-Server in Dein lokales Netz keinen Circuit,
nicht über Ethernet (Kabel) und auch nicht über WLAN.

Du brauchst circuits, wenn Du per DHCP-Client eine Anbindung an ein
anderes Netz (bspw. Internet) herstellen willst. Das geht auch über
WLAN, dann läuft WLAN aber auch im Client Modus und nicht als AP.
