Das Modul systemd-remount-fs.service ist genau dafür zuständig und erscheint
im journalctl so:

# journalctl -b | grep "Remount Root and Kernel File Systems"

Definitiv nein.

habe ich hier auch:

Ist zu klären, warum systemd-remount-fs.service nicht läuft, hatte gehofft,
es wäre bei der Installation von systemd etwas schief gegangen, z. B. eine
nicht lesbare Datei.

Gehe mal nach /usr/lib/systemd und führe folgenden grep aus:

# grep -R "systemd-remount-fs.service"

Sollte diese Ausgabe erzeugen:
