Der Link müsste S60rsync lauten und auf /etc/init.d/rsync zeigen, wenn
sowohl das rsync-Paket installiert und aktiviert ist.

Es könnte sein, da der Link von 2014 ist, dass dies aus einer älteren
Paketversion herrührt, so dass du den Link /etc/rc2.d/S20rsync löschen
kannst.

Nein, denn beim Runterfahren/Reboot werden die Startlinks nicht ausgeführt.

Die Konfigurationsdatei wurde beim Update neu geschreiben, wobei aber nur
Kommentarzeilen geändert worden sind.
