Was steht für

character-set-server
collation-server

in /etc/mysql/mysql55.cnf bei dir drin?

Die korrekte Bezeichnung für iso-8859-15 in mysql/mariadb wäre IMHO latin1.

Was in /etc/config.d/mariadb55 für MARIADB102_DEFAULT_COLLATION?

Auf einem ISO-8859-15-System wäre latin1_swedish_ci die Standard-Collation,
eine andere latin1_-Collation kann aber auch Sinn machen.

Der erste Namensbestandteil der Collation wird bei uns uzum
Stand-Characterset.
