Jetzt heb ich das apache_php paket runtergeschmissen und dafür das 
php7_fpm Paket aktiviert. Nur Nextcloud will immer noch nicht.

Leider weiß ich nicht was ich hier noch machen soll.
Das php7_fpm Paket ist aktiviert und läuft auch, ebenso der Apache
