Das ist wenig aussagekräftig.

Mach mal auf der Konsole:

/etc/init.d/apache2 stop
/etc/init.d/apache2 status
/etc/init.d/apache2 start
/etc/init.d/apache2 status

und poste die Ausgaben.

Was kannst Du in den Apache-Logs finden.
