Wenn ich lediglich das Environment verändere und zwar 
LC_CTYPE='de_DE.utf8' (das bei Dir oben ist wohl ein Schreibfehler?), 
genau _dann_ ist das so wie beschrieben.

Und das liegt möglicherweise daran, dass 
/usr/share/locale/de/LC_MESSAGES/wget.mo als ANSI- und nicht UTF-8-Datei 
vorliegt.
